Default Cbr f4 temp help

I just got a 99 Cbr f4 with 4,800 miles in mint shape. Today I took it out and it was 92f out. And it's needle got about half way from half to half from red. Finally the radiator fan came on. I temped the engine block and the highest I got before the fan came on was 215. I know 230 is were it starts to be bad. But should I be temping the engine block or radiator? And is this normal? Ps. It only gets this way in traffic and I temped after a ride and I let it sit idling for a few.

Sorry that was worded poorly. It hits almost 3/4 on the temp gauge. And whats a good shift point rpm wise to cruise at and a good highway speed?
