ok i have a 94 honda accord and when i turn the key on the on position and the d4 light is blinking on the dash the car will not start bu but it will turn over...now if it was to crank up and i turn the key to the on position and the blink goes off it will crank without a doubt...can someone help me plz...

 

What are the codes?

Also, when the key is turned to "ON", does the CEL come on for 2~3 seconds and then go off.
