Lost Keys, New immobilizer?

I lost my working black keys, but still have the red learning key. Went to the dealership and they tried reprogramming a new black key using the red key.
They are telling me it wasn't working and I would need a new immobilizer. I was puzzled at this as I have always heard you'll be okay if you have the red learning key.
Are they just not doing it correctly?
I watched one of the guys use his notebook with the red learning key and was fiddling inside my prelude for about 30 minutes before they told me it wasn't working. Is this what they usually do? If the learning key was never able to start the car, why is it even used to get a new black key for the existing immobilizer??

A honda dealership should have the capibility to make you a new car using your vin number and having them use their HDS to reprogram it. if they tell you otherwise, go to a different honda dealer and never go back.
