coilover springs
You can't add sleeves to springs, and you can't a springs to sleeves.
Make sure you buy a name brand, whatever it is that you buy.
This is a lowering spring. Lowering springs have a set height and aren't adjustable.

This is a coilover setup.

To clarify what ek said, the springs themselves sit on an adjustable perch. You twist this perch that is on a threaded sleeve or shock body to either raise or lower the car. The springs themselves do not change their length. The springs used on a coilover are more-or-less the same as a typical lowering spring as far as quality(from good companies, not ebay junk). So for the springs itself, they aren't much different. There are however differences in spring rates, heights, diameters, progressive/linear spring, etc.. that play a key role in what fits and what works.
