Should rear tires lock: Hand Break

I recently replaced rear pads, and while at it, adjusted hand brake. (even those are not very related tasks)
The hand break feels firm, and grabs after a few clicks, but the car will not slow down what so ever when applied.
Rear tires don't lock up...not even very easily for gravel.. either
How responsive are your guy's hand brakes? Would i waste my time adjusting more?

If you rip it really hard you can sometimes lock up the tires, but it depends on many factors. On gravel they definitely should. Did you break in your pads?
Break-in procedure should be described in the pad instructions. Usually it consists of several hard stops from 10mph, then from 20mph, then from 30mph.
