Icon5 Oil in Throttle Body

I took my intake tube off and there was some dirty oil on the walls of the throttle body. I am assuming this is not normal..

Can I just unhook that dumb hose that runs from the valve cover to the intake tube and plug the tube and put a little filter on the hose?

Yes and Yes.

Oil is normal, it's "Blowby" from the crank case ventilation.
