Is this the right harness for window conversion?

Question says it all, this is for a 92 civic hatch:

Yes but the fact that the ECU plugs are cut royally sucks.

You don't need the ecu plugs anyways and I only see the passenger side door plug. It looks like its missing the driverside door Harness. That big black square plug. I'd email him and offer 50 bucks shipped. Any junk yard will sell a complete cabin harness for 90-100 so 95 shipped for that cut harness isn't really a good deal.
