Default 99 CBR900RRX RUNNING ROUGH

I just purchased a 99 CBR900RR that was sitting in storage with gas. The bike is in excellent condition with 9700 km (6000 miles) approx. I drained the gas tank put new plugs,changed the air filter cleaned the air box and inspected and clean the carbs. The bike has 94 octane in it as well.The bike when in neutral revs better than when it is being ridden. Its hits a brick wall runs rough in low end and does not want to go pass 7000 rpm. Any suggestions as to what i have to do to make it run to its full potential. Thanks

How exactly did you "Clean the carbs"? Pulling them apart and getting all the gunky crap out of the needle circuits and checking the CV diaphragms is way different than spraying some carb cleaner down the throat or flushing it with sea foam.

Thats exactly what i did, pulled them apart and cleaned them.

Any carb-sync done after the cleaning?
94 octane necessary to run? sometime these engine do not require anything more than 87 octane to run.
