Default 98 Civic EX brake rotor hitting caliper bracket

On the right side when I turn the wheel to the left the rotor is rubbing against the caliper bracket. I noticed that when I grab the rotor and caliper that the whole assembly can move back and forth. Almost like everything is loose at the hub. Bad tie rods maybe?

possibly a worn out hub. Check the hub and see if the play is there.
