Need help figuring camber and toe specs for upcoming alignment..
I have a 98 Civic Hatch lowered on Koni Yellows (lowest perch, 1 turn from full stiff up front and quarter turn from full stiff in the rear) and H&R Race Springs with Buddy Club camber kit in front and Skunk2 camber kit in rear. My tires are Yokohama AD08 205/50/15. I don't have sway bars yet and I'm not planning to install any in the near future, maybe next year (running out of cash).
I'm going for an alignment soon and I want to know what would be the best specs for camber and toe for front and rear. I don't track, this is just for street driving and I just like my car to handle well when I hit turns hard or when I change lanes in the freeway on high speeds, basically, spirited driving. I don't want excessive wear and I'd like to get the most potential out of my set up for handling without getting too much wear.
I've read the stickies and done searches and it seems like the general consensus is to keep toe at zero (front and rear) and some camber is ok? Like, -2 up front and maybe -1 to -1.5 on the rear? I guess my other concern too is oversteer/understeer, with regards to camber and toe (again, i dont have sway bars).. but like I said I don't track the car so this aspect does not need to get too technical. I've already put the rear struts to be stiffer to help with this although I haven't driven the car enough yet to really know how much I like..since I really don't want my tires to wear out too fast since they're expensive, what's the best I could do to prevent this, just keep the toe at zero for front and back?

Your camber would probably be about 1.8 in the front and 1.5 in the rear without a camber kit. Something along those lines. If you're goal is around there you might as well remove the camber kit. One less thing for them to charge you for in an alignment.
Toe out the front ~.03 and toe in the rear ~.05
That makes the steering much less heavy and gives you some stability on the highway. The turn in feels much smoother on the track.
Mine is .03 out in the front and .03 in in the rear. Car felt amazingly different on the track after the alignment.

How low are you?
My guess is about 3'' judging by the race springs on the lowest pearch.
I am lowerd 2.5" are run -2* all around. With washer trick in rear, I pulled it from -3*
I get perfect tire wear, slighty tow'd in front, and what ever the oe spec is in rear.

If so I am, but very slight. 0.01 and 0.02
I will be going back in again in a week to toe it out a bit in the front.

Just to make sure, what does the "~" mean? And to clarify, the front is: Toe OUT 0.03. Rear: Toe IN: 0.05. Yeah?

and yes, .03 toe out in the front, .05 toe in in the rear. Toe in the front will be subjective to your steering wheel, so just monitor your overall toe for the front.
