A few questions about safety harnesses

Ok, I have a set of RCI Platinum belts in my car. I have a 6pt and a racing seat, so the harness bar is taken care of.
Is there a specific way that they must be mounted? Right now I have them attached to the roll bar, to the factory location on the B pillar, and to the side of the seat rail where the release would be on a factory belt. I do not have the lower harness attached right now.
Is how I have it attached ok? Do I need the lower (anti-sub?) harness to run?
Also, my harness is 3 years old now. For some reason I remember reading a rule that the harnesses must be changed out every year, but I keep seeing "4-year" harnesses etc. What's the deal with this? My harness still meets current SFI standards.
I haven't been able to track the car in quite some time, and I don't feel like trailering the car 2 hours away just to be told that I can't race because of something small that overlooked.

The lower harness needs to be mounted to the floor behind the seat a few inches as to keep the driver from going forward.
Just had his problem at tech yesterday so he pulled out the rule book and showed me. Had to fix it right then and there just to run.

for the lap and crotch belts (other than the one on the left side that uses the factory threaded hole) you can just go right through the floorboard if you dont want to weld/fabricate something off the cage.
