I know this might sound stupid, but have you changed your thermostat recently?
I was getting about 23 mpg in my 2000 civic ex auto and what I noticed is that the temp gauge wasn't getting to full operating temp. and if i let off of the gass going down a hill the temp dropped.

I changed out the thermostat and problem solved and started getting 32-35 mpg again...

Just a thought.
