Default painting mesh wheels

im gonna paint my mesh wheels on my 99 intagra they are 14's and i want to paint the non-polished parts gloss black and keep the polished parts clean the un polished is very rough and i know there are people who have done this and i was wondering should i prime it first to make it smooth then paint it and no im not using spray paint im using a spray gun with a compressor and everything or do i just paint it and if i do that will it turn out smoth?

sand the rough parts if you can, then prime it, and you can then wet sand it. thats just my opinion, i paint also.
