Gas Mileage Drop Tremendously

My car does 160 miles for a full tank. Stock b18b1 in an 94 integra. Nothing modified. Thought it was the exhaust cause it was clogged, and the cat (shifter box) was heating up. Replaced the exhaust and still causing issues.
Might have to do a full tune up this weekend. Any suggestions? Ideas of the problems i can be having? Something I can check?
Car has rough idle, jumping up and down the needle. Also it chokes at high rpms. With gas prices this high trying to make the car more reliable.

Clean the intake, check the injectors, verify primary O2 sensor functionality, etc...
