Default b16 swap timing off

i have a 90 dx hatch. just put my b16 back in. i tried setting the timing with my timing light and the pulley marks arent lining up. they are on the oppisite side of the timing cover marks where they should be. now i had no prob timing it before. cam gears are lined up, belt didnt slip, piston at tdc. only thing i did was reinstall the dizzy. it only goes on 1 way cause of the offset drive gear so its not backwards. this dizzy came from dist. king and i did notice the rotor has no set screw on it. it isnt even threaded for one and seems to fit a bit loose on the dist. shaft

no. both the dizzy and the rotor have only one position they fit in. the rotor is grooved to go in a certain way

I currently have the same problem with my distributor king dizzy. I could not get the timing right until i made the adjustment slots bigger.. now I have a code 4 CKP, so I am hoping its the dizzy.
