Default Help with valve cover.

Ok, so I snapped one of the valve cover bolts. I just had some quick questions on how to go about getting this fixed. By the following picture, is PART A and PART B one piece or two? It is hard to tell if part A screws into part B or if its just one whole part. I am tempted to use a left hand drill bit but want to know you all's opinions before I mess things up even further. What happenes if I loosen up the nut below the bolt? Any help is greatly appreciated.
