Default high idle

OK i was having some flooding problems so i replaced the throttle body since i could get a whole tb assembly with injectors (dpfi) for 20 bucks at the local junkyard instead of buying individual injectors and it fired up and my car is a standard hatch so no tach but its idling high enough to cruise in 3rd without giving it any pedal, Ive read that coolant having air in it can cause idle problems as well as a dirty iacv, the tb was pretty dirty when i put it on but i was more worried about seeing if it corrected my flooding issue so i just put it on anyway. i also tried retarding my timing at the dizzy but with the dizzy kicked all the way back it didn't affect the timing at all. if my cam gear is off a couple teeth would it make the timing not adjustable at the distributor?

Cam timing and ignition timing are two different things. You're saying you had a timing light on the car, with the timing pin jumped so the timing can be adjusted, and you clocked the dizzy and still the timing didn't change?

Here is a thread about setting your timing correctly:

Is your throttle cable hung up at all? If your cable isn't attached correctly, or is holding the TB open slightly it's going to idle high, and cruise as if your foot is on the pedal.

throttle cable is good, when im driving i can pull the pedal back with my foot and the idle drops, but this only happens when the car is running. when the car is off the butterfly fully returns. what is the purpose of the top butterfly in a dpfi mani? it runs into a plunger that i think is controlled by a vacuum line.
