Default Paint on Trunk Lid is Either Oxidizing or is a Case of Clear Coat Failure

2001 honda accord blue





I don't know the difference between oxidation and clear coat failure. Can anyone explain what the above pictures show? Seems like the previous owner had neglected it. Luckily, it appears that the only damaged paint is on the trunk lid.

To describe in more detail: there are a lot of tiny white circles in clusters, very rough to the touch and can't be chipped off when I use my fingers.

So what exactly am I dealing with here, and would you recommend a fix? I would like to get the trunk lid repainted if I can but not willing to spend much. What would be a fair estimate? Or would you recommend another alternative? Thanks in advance.

I'd say clear coat but your description above is confusing??
