1995 Honda Accord D4 Light flashing as well as all four power windows not working

My 1995 accord lx windows just stopped working and after about three days they work again. Also when I turn on my headlights my dash lights go out and the place where I put my car chargers does not work also except when I turn off my headlights. What can be the problem? I found out that my d4 light blinking can either be a loose wire or I need a new speed sensor. Any help will be appreciated and when I take my car to a mechanic I don't want to get charged for unnecessary repairs. Lastly my speedometer jumps from the speed that I am driving to zero and sometimes it doesn't work at all. Check engine light comes on but after I turn off the car and restart it does not come on.
