Check whether there is bright white spark at all four plugs. Any CEL codes?

First, make sure it's actually a no-spark condition.
RonJ has a great write-up here:
http://www.hondacivicforum.com/forum...g-spark-74362/
(Ron doesn't mention this, but you should really unplug the fuel injectors while doing this test.)

Test all four wires for spark. If all four have spark, you can rule out the ignition system and move on to the next troubleshooting step. If you don't have spark, get a multimeter ASAP - you'll need that for pretty much any troubleshooting of the ignition system.

While you're at it, crank for 30 seconds and see if the 'check engine' light comes on. If it does, see pdiggitydogg's write up on reading the CEL:
https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/how-pull-cel-d4-srs-abs-codes-code-lists-1901557/

Good Luck!

Looks like RonJ beat me to it.
Should have refreshed.

^This is a very important point. You don't want to flood the cylinders with fuel while testing for spark.

Can you please elaborate on what tests you did to determine that the distributor was fine? Do you have bright spark with all four wires with your current spark plugs?

The oil on your spark plug wires is fairly common. The gaskets between the head and the valvecover wear out and let oil into the space for the spark plug. It is probably not causing your no-start condition, but replacing the valve-cover gasket and cleaning off the spark plugs and wires is a good idea.

Checked all four spark plugs n they have spark but the oil filled the cylinder where the wire gies in to the top so that's a valve cover gasket?

Ok.
If you have bright sparks at all four plugs, you can pretty much rule out a problem with the ignition. The timing could be way off but then the engine would misfire really badly when cranking.

Does the check engine light come on when you first turn the ignition to 'run'? Does it go off after 2 econds? Does it come back on if you crank the engine it for 30 sec?
Have you tried a jump start?
Does the starter sound like it's excited about starting the engine?

If the jump start doesn't work, it's time to troubleshoot the fuel.
You will need to aquire a fuel pressure gauge and an adapter for your engine.

BTW:
From your description, I would definitely replace the valvecover gasket. It's quite easy to do, and even a genuine Honda gasket is pretty cheap.
