I was wondering is there any difference between the usdm and jdm taillights? From my computer they look the same, are they?

And the power folding jdm mirrors, If I buy some off ebay or somewhere else and get the mirrors, switch and the module are they just plug and play?

The tail lights are the same for every market. The PF mirrors are almost plug and play, you do need to wire the relay and bring 2 additional wires from the left door panel all the way to the right door panel (unless you don't mind only 1 mirror folding). If you feel confident when it comes to electrical stuff, i think you could do it yourself.
