Default h22a prelude

I am looking at buying a swapped prelude. It has a h22a in it. For some reason it will not accelerate past 2500 rpms. He says its because of the distributor because the cam sensor that is attached to it. Would this cause the car to do this? It has a h22a on a f22? tranny with stock ecu.

I would tell him to fix it and then maybe think about buying it.

Rywire sells the distributor conversion harness to fix the problem of running a obd 1 distributor on the obd 2 harness
