Touble with rmps

hi i have an 5 speed integra gs hatchback and i was driving today my rpms jumped up and then went all the way down and then stalled, what is wrong and can i fix it and for how much?

Is the RPM on the cluster messing up or is the actual car stalling and cutting off?
