When the A/C blows hot but is ON:

1) Does the condenser fan stop running?
2) Does the compressor clutch disengage?
3) Both (1) and (2)?
4) What car do you have?

Probably have a relay issue or something electrical. Check your fuses and relays. Swap your horn with the ac relay if they are identical and see what it does.

Most likely, the clearance between the pulley and armature plate is too wide:

Are your lines freezing? My ford fusion did the same thing. My blower motor was going out...

The A/C thermostat would prevent this^ in a Civic and the condenser fan would not run.
