If I bought a OBDI ecu, OBDI swap, will the Hondata work appropriately with this? Or is this an Unrealistic setup in a 99 ex coupe

I think it should work...but I think the engine you put in a car has to be the same year or newer than the car.

Meaning any OBD1 swap into a post-1995 car is illegal...at least in Cali.

well...
the wiring harness that came with your swap is not going to work. essentially you would need to buy an obd-2 harness that goes all the way down to the ecu instead of connecting in the engine bay. then you would need a jumper harness to convert the obd2 wiring harness to obd1.
ALSO your going to need some other obd2 parts like distributor. someone else elaborate. im not up on my obd1 engine into obd2 chassis swaps.

i have a 99 EX and have a p28/harness converter and hondata 2b. one of the best mods i did, made the car feel 100% better. I'm running 13psi with stock internals.

i guess i should revise my question to say: Can I convert my OBD II car to and OBD I car, buy replacing the ecu and engine with their OBDI counterparts. I want to do this because the Hondata works better with OBD I cars. I have heard (from Shawn) that the OBD II coversion of the Hondata is not as effective as the straight OBDI.

i dont think its less effective, just get the aem ems if you think thats true.

I want to do this because the Hondata works better with OBD I cars. I have heard (from Shawn) that the OBD II coversion of the Hondata is not as effective as the straight OBDI.

-im tempted to call bs... but i wont because its always a possibility that im wrong in saying that hondata will work just as well on an obd2 car using an obd2->obd1 harness.
