OBD0 CEL: 2 flashes, then 16 flashes

Default OBD0 CEL: 2 flashes, then 16 flashes

I checked the indicator light on the floorboard yesterday and this is what I see:

Flash, short pause, flash, short pause, then 16 flashes.

Correct me if I'm wrong, but I believe the 16 is: Fuel Injector System defective circuit or unplugged / defective fuel injector

So, what are the first two flashes indicating? I don't know how I'm suppose to interpret that. Please help. TIA.

I reset the ECU last night which cleared the 16 code, but I still get the code 1 after I'm driving it for a few minutes. Planning on picking up a new O2 tonight.
