CRX DX Auto with ZC DOHC and PM7 JDM Auto ECU Code 19
I just swapped a ZC DOHC into the 1991 CRX DX with Auto.
The car runs perfectly, but the ECU is throwing Code 19 Automatic Transmission Lock Up Control Solenoid Valve. I cannot make the car shift out of park without pushing the key into the shifte lock hole next to the shifter.
When the car is running I have 11.5 volts measured from the harness that plugs into the Solenod.
If I run power directly to the solenoid connector on the transmission from the battery, the Solenoid clicks loudly. The power measures at 12.5 volts from the battery.
I then jump a wire between the harness connector and the solenoid connector, the solenoid does NOT click.
Also the car is running very slow, the engine winds out but the car is currently running 13.X seconds 0-60 as my simple test on how it is doing. Could the Lock Up valve have something to do with this?
I am running out of things to try, if anyone has any ideas please let me know.

Pin B12 needed to be grounded for the shift lock to work properly.
Lock-up Solenoid:
Still not working, all wires related to it seem fine, it is receiving power, the ECU just doesn't seem to know what to do with it.
Still looking for suggestions if anyone has any
