1994 Honda Accord flashing D4 gears

I have a 1994 Honda accord. The speedomeeter and odometer stopped working and the D4 is flashing. The car runs and drives perfect. What is the problem?

Start by getting the codes from the ECU/TCU.

Is the spedo stuck at ~20 mph?
