Default Engine Vacuum

I have a 1991 Honda Accord. My cruise control doesn't work unless I clamp off the vacuum hose that goes to the vacuum reservoir. I am just curious if that would mean that the vacuum reservoir has a hole or something. Their is a nipple that has three vacuum lines that go to it, one comes from the engine, one goes to the vacuum reservoir, and the other goes to the cruise control actuator. The engine send vacuum and the vacuum reservoir has vacuum but the cruise control doesn't have any, unless I clamp off the vacuum reservoir. What is the problem.
