un-smogable due to header?

So I've been looking to get my girls car smogged. Finally found a place that would do it for cheap and if it doesn't pass you get a free retest. I pop the hood cause the guy said if it was modified and I said no it's all stock beside the carb legal DC header. He asked his boss about it and said it was ok... well just before it was to go onto the rollers, he tells me he can't smog it because it's not legal... I was like wtf... then tells me my stock intake isn't legal and I was like the header has the carb legal plaque on it and he was like I need the CADA card that was given to you when you bought it... I was like I just bought the car as is... Anyway walked out.
My questions are has anyone had this trouble with a DC carb legal header before, and for those who have bought the header brand new did you receive this so called CADA card with the purchase? Thanks

You need to try a different shop.
Go to someone Paisa, they don't really care about the mods as long as it passes.
Plus your in La how hard can it be to find a paisa smog?

Bro this was a paisa shop in south gate and if your location os correct then you know that pretty much all the shops in the area are paisa shops... it was the shop at the split at long beach and state. Been looking for shops with free detests just in case. There's a shop on firestone just west of that church its like $70 pass or don't pay but **** $70 is a lot of cash...

I know right!... fml this shop does a "pre test" for $15 to see if it will pass and if not they will tell you why supposedly.

they SHOULD smog it regardless of a so called card. as long as it has it's carb oe number plaque...
i suggest trying another smog shop as well.. there are places in L.A. / El Monte that charge $40-50 for a smog

Yea stupid weird... any recomendations on shops I go to el monte often since my grandma lives right there.
yeah. try kev's discount smog on north peck road. its a drive way next to alberto's

There's a smog shop on Baldwin Ave and Lower Azusa, If you're going South on Baldwin, it'll be on your right. When I smogged my accord coupe, it had a generic intake (no carb sticker), and no cat (straight pipe), the tech passed me.
