Default Thumping or wobling sound from front of car while coasting (no pedals down)

I recently replaced my brakes and rotated the tires on my 91 Civic (B16 Swap) had no problem with this before. Now when I am coasting (let off the gas and dont push the clutch in) at pretty much any speed, there is this wobbling kind of thumping sound coming from the front of the car. If I push in the clutch it gets a little better, and when I am on the throttle it does not exist.

My first thought is maybe wheel balance?

Anyone got any idea on what I should check?

I believe if your wheels are off balance it would not be doing this only when you are coasting, but it would be making noises/wobbling constantly.

Check the lugs to make sure they are tight. Check the wheel bearings make sure that they are not the issue.
