ok so i have a 99 honda civic ex with 10k HID headlights..the driver side doesnt want to turn on all the time..i already replaced the balast and bulb.. i did however notice that when i get on the throttle they come on..but only sometimes..i was thinking it might be a loose ground wire that came loose..

 

Check the Grounds and the Fuse Box for blown fuses
