Default colling fan and fuse

hello. i have posted on here yesterday and i got no answer...maybe ill get an answer this time. my fan will not turn on...yet the car will not overheat. its a 94 honda accord 2 door. ex. i looked at the fue (cooling fan) and it was blown. i replaced it and the next day it was blown again....what could it be.....

Given the age of the vehicle the most likely answer is a shorted fan motor.
