Go with ground controls!!! So then when you have the money for new shocks you can get Koni's and have one of the most talked about and loved setups. They're only $20-30 more.
Using cheap parts on your suspension will cost you more money in the long run due to wearing suspension components and you will want to replace them with better alternatives later on.
If you don't upgrade your shocks when you lower your car, expect them to blow in the near future.
To the poster talking about Ground controls, you have to get koni-specific ground controls for them to work if the OP ever got Konis. You can't just use Ground control sleeves on stock shocks for a few months and upgrade to konis like that.

There are many things that can go wrong with them. The selves are usually very weak and the threading will just shear off or the lock rings will fail. The spring rate more then likely is unknown and not uniform in most cases. I've had one friend that bought them and went over a pot hole around 60mph and their front passenger side spring snapped. They are usually made in China or some other country that cares nothing about quality control.

Funny story for you about eBay coilovers.....
Back in 2006 I was a dumb *** and went with the 40$ eBay special coilovers they had on there. I installed them on my 91 Civic Hatch, had the lock right up tight against the height adjustable ring. Nice and tight to, like I couldn't move it with out the cheap *** wrenches that come with them.
After driving on them for 3 weeks the lock ring decided to vibrate loose, and start to spin it's way down. Once the lock ring was spun down by it's self it takes away some of the structural integrity of the height adjustable ring. I didn't notice the lock ring being loose and spun down some until it was to late. Believe it or not, I hit a bump and the height adjusting ring completely skipped the threads. Meaning all of a sudden the car just sagged in the rear.
The sleeves on those cheap coilovers IMO are the most dangerous of the whole setup. They are nothing buy cheap white metal, they aren't strong and they really aren't safe if they aren't strong.
Stupid little story, but that is why I don't like eBay coilovers.

I have also seen this bottoms of the cheap coilover sleeves actually split and mushroom out as they can't take the weight of the car above it.
And ditto about Koni-specific GC sleeves on Koni shocks.
I'm a big proponent of waiting, saving, and then getting the good stuff and doing it right. I hated driving my car at stock height the first 8 months I owned it, but it paid off by me being able to get Koni shocks which have lasted over 9 years now.

If you're low on budget you need to find another hobby.
