Finished the installation but read I should not torque down the bolts unless the car is resting on the floor. Is this the proper procedure?
Yes. Tighten the bushing bolts while the cars suspension has settled and has load. You'll even want to roll the car around a bit by hand. Wobble it back and forth to make sure everything has settled.

Since this procedure is pretty much impossible to do without the car being on a 4-post lift (especially lowered cars, and especially that LCA/RTA bolt), your only option is to jack up each LCA until the car just barely comes off the jack stand on that side, then tighten the LCA bolts. It's better to do this with the sway bar disconnected (it's okay to tighten the sway bar bolts and end links with the suspension drooping).
Also keep in mind that this procedure only applies to bolts going through rubber bushings that rotate around that bolt. Polyurethane and spherical do not require this procedure as the inner sleeve of those bushings are not bonded to the bushing itself like with rubber.
So unless you have rubber bushings in those LCA's, it is not necessary to tighten the bolts at ride height.

Thanks Patrick - yes, those Skunk2 LCAs have rubber bushings in them. So as far as the procedure, I should disconnect the sway bar endlinks, get the car on a 4-point lift and then loosen and re-tighten the 3 bolts on the LCAs on each side right?
If you have access to ramps you could possibly use those.
Stick ramp under wheel, lower car, crawl under.
I personaly have not done it, but my dad was telling me it would work.

I don't think I could get the rear of my car high enough with a jack to get ramps underneath the back tires. Actually I know for a fact I cannot.
