best thing to do first is replace all seals/gaskets, timing belt, water pump, cap/rotor, etc. as far as performance, depends on your budget. i did all the preventive maintenance first and figured which performance parts i could still afford in the order of ease of installation with motor out vs. after install. obviously clutch/flywheel had to be on top and i had enough money left for the skunk2 intake manifold and a header. cams were put on hold cause they are easy enough to do in the car. also factor in a good ecu and new motor mounts.

Small budget and H22 swap really don't go together IMO. You have an old, unknown condition motor and want to put it in your car. To be on the safe side you need to do ALL the preventative maintenance (in most cases you have to for it to be warrantied by the company you bought it from). Plan on new injectors, spark plugs, wires, distributor, timing belt, headgasket, water pump, fluids, accessory belts, valve cover seals, front main seal, rear main seal, other gaskets (valve cover, etc) in addition to whatever troubleshooting you'll have to do.

Also things like a new clutch/flywheel as well. That stuff adds up quickly. There are more than enough H22 swap threads for you to read. Start in the Accord FAQ.

If you want to be cheap. Check everything out.

The Clutch on my H22(M2B4 - Transmission) had plenty of material left. So i used it.

Basic Things. Spark Plugs, Timing Belt, Water Pump, Distributor Cap & Rotor.

Seals are a good idea, but if you want to save dollars, then change them as they leak. You can inspect them for damage: Axle Seals, Oil Pan Seals, Transmission Seal, Cam Seals, Front Main Seal, Rear Main Seal, Valve Cover Gasket. Inspect, you can throw some of that red gasket lubricant, to re-seal/add material to the gasket. Looks like red corn syrup.

My Injectors were fine, Headgasket was good.

I had to get a new ignition coil, and knock sensor.

I made use of all stock motor mounts, wiring was....fun.

I had a P13 JDM - ECU
