the phrase "highly illegal" pops into mind... i do believe tampering with the odo is a no no but **** i could always be wrong i suppose
It's my understanding that it's legal to match the mileage on the current odometer when swapping the cluster, but that's it. Rolling back the mileage to match the mileage on the engine for example is definitely not legal.

I just turned them by hand with a screwdriver or something, just to get the odometer right on the EX cluster I put in my DX (for the tach). I really don't care that it's illegal, I've passed plenty of N.C. inspections since. I don't know if turning them by hand is the best way, but it did work for me.
Pull rubber button off for trip meter reset. Remove clear plastic face from cluster (it's just clipped on) remove the the 3 or 4 screws on the back that hold the speedometer head in. Remove speedometer head. Do the same to the other cluster. swap heads. Do not over tighten the screws holding the speedometer heads in.
just swap the Speed - o into the new cluster, then you won't have to roll anything back and you get the tach and have correct miles

I don't believe it's illegal to do this only in the case if someone rolls back the miles on the odometer to sell the car for a higher price
I realize this thread is dead and should be locked, but just for chit-chat:
My first Honda had the odometer rolled back to 0 when the engine was swapped. I didn't have any issues in the sales transaction of this.
My current hatch has had the engine swapped, and the cluster swapped, so I have legitimately zero idea how many miles are on the chassis, or how many are on the engine.
I'm going to roll the odometer on mine back to 0 after I eventually swap in my crate engine. I'll be finished with ALL suspension upgrades at that point too, so the car will have been painted, with all bushings replaced, a fresh engine, etc... I feel at that point it's justified lol, plus just not nearly as ugly as seeing "263494-3" on the odo all the time.
Not sure about other states but Texas just has a box marked "Odometer does not match miles on car" with a "Warning!" next to it, but otherwise there are no penalties for that, and you still have a clean title.

When I bought my rex, the previous owner who did the swap just never hooked up the odometer I am guessing. It is stuck at 71k miles, which I would guess is actually 171k that were on the chassis when he did the swap.
On the title for mileage it just says "unknown". I always wondered how they got away with that, but I assume they could just say that the odo is broken
