Im not sure what the proper name for it and need help finding what its called because both my cars are mission it. Its the cover that protect from underneath the car like fender liners. Anyone knows what its called and where I can find it? thank you

I have a 1990 accord dx this morning I started my car and I heard a motor running under the dash on the driverside of my car and when I drove off the car seem to be stuck in second gear. can anyone tell me what that motor might be called and what might be happening.
