Default Adjusting Headlights

so i am trying to adjust my girls headlight bulbs and i turn the philip screw and it doesnt go up or down and the lights are facing the trees any ideas?

You need to park on a level surface with about 10 yards in front of you, preferably at a concrete or other stable wall. Any other adjustment method is not accurate at all. One screw adjusts the headlamp toe, (side to side) the other adjusts vertical aim.

the car is a 2000 honda civic ex i did park about 10 feet away and i did turn the screws but it didnt do anything?

The adjusters may be stripped, or broken where they attach inside of the headlight. I have seen this many times with light front end accident acrs that never got the headlights replaced. They don't look broken from the outside, but the are inside.

Are both headlights not adjusting or just one? It's not out of the realm of possibility that one is broken, but both being broken might be a little weird.

they are both broken i think what weavertime1 said might be the case. im going to try and take it apart.
