Get a can of Krylon Yellow from Michael and disassemble the fog light to get the front glass cover out of the housing then spray it to your desire, let it dry, and reassemble the fogs.
Unless you plan on keeping the fogs clear and just wanted the light to be yellow then you'd have somehow get Acura Legend yellow caps to fit inside the housing. I don't think they're gonna be as yellow as the Integra DA's foglight with the yellow cap if you're just going with the bulb.

I used Lamin-X on my OEM foglights with good results. Got the same yellow/amber look relatively cheap. You can also just purchase the JDM fogs on ebay without the wiring harness then take apart the fogs and swap lenses. I'm not a huge fan of painting them since that is more permanent.
I also wouldn't personally double the wattage of the bulbs going in, that can cause strain on the wiring harness and potentially burn them up. Mine were ridiculously hot with 35W HID's in them.
I would suggest just doing the Lamin-X or buying the yellow lenses and swapping then use Nokya yellow H3C's (if you have OEM foglights) H3 bulbs are too large. You need the H3C.
