Icon2 94 accord ex idle issue

I recently ditched my 92 for a 94 accord ex and it has 2 codes MAP sensor and EGR valve. The issue is when it gets to operating temp the idle will surge from 1500-1000-1500-1000.. So today I was getting ready to swap the MAP sensor with the one from my old accord and looked down to see the vacuum line running to the EGR valve was disconnected and had a bolt shoved in the line. My first question is why would someone do this and secondly, could my idle issue be caused by a bad map/egr?

Thanks in advance.

dont know about the map sensor but most likely your egr can b cleaned. your real problem though is probably your ports. i just went through the same problem with my 96 ex. its not a bad job but the haynes book doesnt say how to do it. the ports are under the fuel rail. all u need is a 10mm and 12mm and a can of carb cleaner for the job. b careful when scraping off the gasket though cause i couldnt find another besides the dealer so i cleaned the old 1 and reused it. some people say use a drill but i just used a small straight screwdriver to clean the ports and scrape the old away.

and yes it can b causing the idle issue. someone probably pluged the line thinkin it would fix the check engine light but it doesnt
