Default What is this part?

I took my car to my mechanic friend the other day because my car has been running rich for a while now, and he said the most likely cause was the screw somebody put into fuel pressure regulator and that it needed to be replaced. I tried searching online for a replacement fuel regulator, but every part I found didn't quite look like quite what I had.

Its on the passenger side of the fuel rail, and one end is threaded so that the fuel rail can screw into it. What is this part?

#2 in the diagram (this is for a '95 EX D16Z6, you didn't say what engine so I picked one )

This little thing has always been a bit of a mystery for me. I'm really not sure what it does
or how important it really is. Some appear to be partially made of plastic on Nylon on some
engines (my friend's '98 GS-R for example).

The D15B8, B16A and D16Y7 engines that I have owned did/do not have these dampers.

I'm not entirely sure what it does. But I do that engines that use one have a different end on the fuel rail and the use a different feed line from the fuel filter. (models with the damper pulsation nut have a big and a small hole at the banjo fitting, models with a regular cap nut have 2 small holes) Btw i've seen some D15B7s and D16Z6s that used either setup depending on the year.
