what are the little rubber boots for them called?

if fabrication is required what would be a good base?

thanks in advance.... i am about to just use any fog light set for my ef9 conversion... im going to need to fabricate brackets for any fogs i use regardless bc i have the jdm front without the jdm support so what difference does it make?
