Can rings with low miles (2K) be reused on a different block?

If the cylinders are honed (same bore and series block obviously).

yes they should work fine but its always good to replace them andget fresh hone done

I wouldnt. $150 dollar rings are like, the lifeline to your motor being healthy... you're dealing with $3000 engine swaps and $3000+ turbo kits.. don't skimp out on new rings/bearings whenever you do internal work.
