Tach bounces around then CEL??

Have a buddy with 96 accord. He says that the tach starts jumping around, then the check engine light comes on. What could this be? Any help is greatly appeciated.

IACV is probly busted. Very common, mines shot right now as well.

Has anyone heard of the VSS(vehicle speed sensor) causing a misfire or rough idle?
