Sounds like your Idle air control valve is not functioning.

The throttle plate should be slightly open at idle. If not, someone may have messed with the throttle stop screw, which should not be adjusted.

Are you sure the IACV is wired properly? I'm assuming you used the EG wire harness and extended wires as necessary?

I would try to bleed out the any possible air that could be in your cooling system then IACV. That is most likely the problem. If not try another ECU and or dizzy.

Check that the IACV wiring is good:

Check for continuity from the blue/yellow wire on the IACV plug to pin A9 at the ECU, and the yellow/black wire continuity to pin B1 and/or A25 and let us know what you find.

Also, just to note with Key on engine off - yellow/black should have +12 volts. If the yllow/black wire does not have +12 volts with KOEO, but has continuity to pin B1 and/or A25 then the IACV control within the ECU is fried.
