Earth Switched Headlamps Honda Vamos

Can you help please?
I have a Honda Vamos and as part of the UK regulations, I have to have the car pass an IVA Test.
The new 2011 IVA test stipulates that I have to fit a Rear Fog Lamp.
I have done this, originally via a relay so that when the cars side/day lights are on, the rear fog can be switched on.
However, the IVA now states that the rear fog must not come on with side lights and must only work with Dipped and High Beam.
I took the car to a specialist who re-wired in a relay via the earth switched headlamps. But the car has failed the test as the rear fog goes off if you switch to high beam.
I have spoken to the electrical specialist and he tells me there is nothing he can do.
My car is off the road as it will not pass the IVA test.
Can anyone offer any help/solution please?

Why dont you just tap a wire to your running lights and interrupt the rear fog with a switch you can activate or de-activate yourself? Or does this have to all be done automatically? (sorry if response seems dull..... lol not familiar with UK regulations/standards)

To be clear, your saying the rear fog light needs to come on anytime the high beam and "Dipped", what does "Dipped" mean, low beam???
Does it also mean you can or can not install a switch to control the fog light, or must it turn on when high beam or "dipped" is used? 94

The Fog Lamp is controlled by an illuminating Switch.
It should only work when the car has
Low Beam or
High Beam on
Side lights or daytime running lights on only, should not allow the Rear fog to work.
I have wired the relay across the front earth or Neutral switched headlamp via a pair of diodes.
That is fine, allows the rear fog to work with low or high beam.
Problem is now:
If your lights are all turned off and you forget to shut the rear Fog off, when you flash your high beam on the front headlamps, the rear fog flashes!.
More complicated is that in the IVA Regs manual, there is no allowable or non allowable sequence for this scenario/settings.
