Bellow dust boot

Bellow dust boot
Hi' can anyone help me shed some light on this, putting (bellow) dust boot on rack and pinion without taking the rack down. I've put the one on passenger side but the one on the driver side not going on easy.This on a 94 Honda Prelude Si.
Any help would be greatly appreciated.
