Strange Issue With My Accord Headlights?

Default Strange Issue With My Accord Headlights?

I had HID's on my 1997 Honda Accord LX, for about a year now, with no problems. My car alarm is synced to turn on my headlights when I unlock the car. I noticed that my high beams started turning and thought maybe it was an alarm issue. However, I noticed while my lowbeams are activated the high beams will also turn on, though not at full capacity, rather dim. (while driving)

Thinking it was an issue with the HID setup i took apart the whole system. And installed my stock bulbs. The problem remains!

On the passenger side of the vehicle, left without a lowbeam bulb, the car will act as it should. However the instant I plug the stock bulb or HID setup in the passenger side low beam socket, both high beams activate dim.

What can my issue be? I really haven't had issues with my accord, but am kind of disappointed its an electrical issue.

A little more information. When I install the passenger side low beam bulb. The high beam function will shut off both the high and low beam passenger lights, and function on the drivers side. With the low beam bulb removed, on the passenger side, the high beam will cease to function on that side as well. I can hear a clicking around the relay/fuse box when I activate the high beam function.
