Default 1992 Accord wont start

1992 5 speed manual transmission accord intermittently wont start when outside air temp is above 25F. last time it started when out side air temperature was below 15F. ran fine once started & has not died while running. battery is fully charged & engine cranks/turns over normally. overhead cam is turning. fuel pump runs, fuel in fuel rail, fuel flows from pressure regulator. blue spark at spark plug. resistance at each pin of injector resister connector is 6.5 ohms. injector resistance is 2.5 ohms. voltage at injector fluctuates between 9-11 volts. spark plugs are a light tan color. engine cranks without a hint of cylinders igniting.

Ideas on what could be the problem?

Thanks in advance

If you have gas and spark, only thing I can think of is compression?

sometimes you think the fuel pump is running even though it isn't fuel. your fuel pump might be dieing.
